I'm not a leak expert but I am an expert on working on daughter's houses, as I have three daughters and have worked on 5 houses extensively. Infrared, wall cameras, huh ? Just take the siding off and fix the thing. New flashing, reinstall windows, peel & stick, whatever it takes. I would and do want to know that my fixes are the last one that will be done. You already know that the contractor was slipshod. If you find the source of the leak and do a spot repair you may end up doing the same thing next year.

Wow this one got past me.

That's some crazy advice. Absolutely without understanding of the problem or the assembly.
