    Interesting....Couple questions though.

    1) Are through-bolts and hold-downs really necessary for a ground level deck?
    2) How would you attach the hold-downs if the joists were running parallel to the rim?

    1. It's doesn't seem that hold-downs are required under any circumstances in Georgia.
