  • Final Report

I am in Iowa, a state that has stricter rules than the feds. The state requires that I am required to send a final report to the homeowners after I do any work on a house built after 1978. This requirement may or may not be required by federal EPA requirements. I am not sure as the class and the book that was supplied to me during that class is tailored to Iowa law. The book is not specific as to what is required to be included in this report and to be honest I was not too worried about it when I took the class as I do mainly new construction or non occupied whole home remodels.
I have just recently done some work for my insurance agent, a window replacement, and she has asked me about my final report. She has indicated that she knows that it is a matter of law and is not concerned about my practices but wants to make sure that my paperwork is in order. This has put me in a tight spot as I have previously not tested for lead when I was working on an older home, I just assumed lead was present and followed lead safe practices.
I have not sent the final report to any of my previous clients as I was not aware of this portion of the law (my own ignorance is apparent as it is in the book that was handed out in my class).
I am just wanting to be in compliance here does anyone have access to some sort of form letter to address the final report or is it one of those things where I am going to have to type up a letter that is not really specific to lead but talks about my cleanup and my dust barriers?

Sorry for my ignorance but I am at a loss and am asking for help.

Kinda hard to say without knowing Iowa's rules, but maybe this is sort of what you're looking for?

Hopefully Dean will show up with more info...

        Re: Final Report

To be safe and sensible I would ask the state agency.

Short of that use the one supplied by EPA.

        EPA does require a report.

Pretty much anything you learn here on that topic is not much use when it comes to legal.

          Go here https://www.legis.iowa.gov/DOCS/ACO/...ter.641.70.pdf

Go to 70(11), which is on page 64. This is what you follow.

For what goes into the report, read (f), which is on page 68

I think this is what you are looking for.

Does a carpenter really have to read those 77 pages before he swaps out a set of window casings nowadays?

No, and they don't have to brush their teeth either.

Only a carpenter in Iowa. Since you are from Texas, here is your reading material http://www.ecfr.gov/cgi-bin/text-idx...1.14.3&idno=40

Thanks to all. I am just now getting back to this. Paperwork of any sort is not my strong point. Neither is billing. much to the aggravation of my wife.

So does that mean I'll get tooth decay and bad breath if I don't read all the window literature?

I'm beginning to understand the appeal of hiring illegals, you might have to pay them a little more but translate it to Spanish and they can read instructions ... and use a toothbrush.
