Default Is using too much ICE AND WATER SHIELD bad?

I was thinking about covering an entire plywood roof-deck with Ice and water shield. I know it will cost more than normal Tar-papering but it has it's benefits for protection during installation and for protection just in case the shingles ever blow-off during a hurricane or storm.
Question: Has anyone encountered a negative-impact from covering the entire roof-deck with a self-stick membrane? Is stripping the layers of shingles off a lot harder way down the road? Is Heat build-up a concern?
I would like to hear the pros and cons from roofing contractors and professionals.
    Thank-you.

They do it all the time up in Vermont. Yes, I think stripping off the old roof will be more difficult
    Thanks

Well, it would be a good thing to put more perspective on your condition, whereabouts, climate, part in the biz.

Sounds like you are in a coastal area: Atlantic Coast, Gulf Coast?
Please take the time to elaborate.

It is pretty common in these parts to have it done, especially with wood roofing. I haven't had the pleasure of tearing one off yet, but I could see it being a bear. I'm sure it cooks in the hot months and bonds really well to a plywood roof deck.

I can see his location and climate, but his condition? Are you going to refuse help/advice to someone in poor health?

    Depends, I work case-by-case.

If your roof is vented, there should be no new problem created by full coverage. Unvented roofs it could be an issue depending on your climate.
One of our roofers puts felt (or a substitute underlayment) on top of ice & water shield. Three reasons:
    1) more walkable
    2) protects I&W from UV for longer (we do some very big houses that take a few months to complete the roof)
3)permits shingle removal later--though good luck ever getting the I&W off the plywood.
