building code for installing steel stud track to bottom side of roof decking
any codes that say what steel stud track to use on underside of wooden plank roof decking when installing interior non load bearing walls

none that I've ever come across for non-load bearing partitions

Yes, there are codes that do specify that. It will depend on what city you are in. It depends on the usage of the room and the draft and fire requirements of the wall.
