Build a landscape feature like a rock flume / rocky stream out away from the building, winding it's way down to the drainage ditch. When it rains you can enjoy the view of the water cascading down....

Maybe I am missing something, but I don't understand why you can't solve the problem by correcting the grading (filling in the low area) so that the neighbors surface water stays on neighbors...
